What is the Constellia Neutral Vendor Solution?

A neutral vendor acts as a channel between a contracting authority or organisation and suppliers who have been through rigorous pre-qualification and accreditation processes to join the Neutral Vendors Marketplace.

What framework is the Constellia Neutral Vendor Solution available through?

Constellia were appointed as sole supplier to the AEC Neutral Vendor Framework for Multi-Specialism Services in January 2020, through a fully compliant OJEU process. Experts in professional services spend management, Constellia enables both public and private sector clients to buy and manage services through their MSP model. In June 2021, Constellia appointed eXceeding in a strategic partnership to deliver projects contracting works and goods, via their Neutral Vendor MSP, enabling public sector buyers to access the full suite of additional categories outside of professional services available under the framework.

Suppliers of services, goods and works can be registered to the neutral vendor marketplace at any point during the six-year term. For the buyer this opens up new opportunities, technologies, innovation and a larger, more dynamic pool of suppliers to choose from, resulting in better value for money.

The neutral vendor model allows buyers to move quickly. Award can be direct, via further mini-competition, or full sourcing events; with direct award in one to five working days, mini competition within five to ten working days and full sourcing weeks quicker than average public procurement timescales.

The AEC Neutral Vendor Framework is available to all contracting authorities throughout all administrative regions of the UK (as defined by the Public Contracts Regulations 2015). This means it is available to all public sector organisations, including (but not limited to);

  • NHS Bodies
  • Local Authorities
