The AEC Neutral Vendor Framework was launched in December 2019, for 6 years, and is entirely funded by the Department for Business, Energy & Industrial Strategy (BEIS).*
A neutral vendor acts as a channel between a contracting authority or organisation and accredited suppliers who have been through rigorous pre-qualification and accreditation process to become framework partners.
Similar to fixed frameworks, only accredited suppliers can be appointed on to a neutral vendor framework, however, new suppliers can join at any point during the six-year term. For the buyer this opens up new opportunities, technologies, solutions and a more dynamic and larger pool of suppliers, and therefore better value for money.
As with a fixed framework, award can be direct, via further mini-competition, or full sourcing events. However, the process turnaround time for direct award could be as short as one to two working days, with mini competition within five to eight working days and full sourcing weeks quicker than Open OJEU, also known as the Find a Tender Service.

The framework is available to all contracting authorities throughout all administrative regions of the UK (as defined by the Public Contracts Regulations 2015). This means it is available to all public sector organisations, including (but not limited to);

Our partners and experts in professional services spend management, Constellia, were appointed sole supplier to the AEC Neutral Vendor Framework for multi-specialism services in January 2020.
